GATINEAU, QC, Aug. 2, 2013 /CNW/ - The Transportation Safety Board of Canada (TSB) has been asked by the Australian Transport Safety Bureau (ATSB) to provide an independent assessment of its aviation investigative processes, practices and methodologies.
The peer-review, announced today by TSB Chair Wendy Tadros and ATSB Chief Commissioner Martin Dolan will examine the application of investigation processes and methodologies in selected Australian aviation investigations.
"This is another example of positive collaboration with our international partners," said Tadros.? "We will provide an objective assessment of their process, and in turn, we can learn best practices about their investigation techniques.? It's a win-win exercise for both our organizations."
The analysis will begin in August 2013 and is expected to continue until early spring 2014.? The team will benchmark TSB investigation methodologies with the ATSB's and compare them with international standards.? A final report will be published and communicated to both Canadians and Australians.
The TSB is an independent agency that investigates marine, pipeline, railway and aviation transportation occurrences. Its sole aim is the advancement of transportation safety. It is not the function of the Board to assign fault or determine civil or criminal liability.

Detroit aims to file a restructuring plan by the end of 2013, earlier than a date previously proposed by the federal bankruptcy judge overseeing the case, an attorney for the city said during Friday's hearing.
Detroit's proposed filing date would be much sooner than the March 1, 2014 date proposed by U.S. Bankruptcy Judge Steven Rhodes earlier this week.
"Our view is that time is our enemy," said David Heiman, an attorney with Jones Day, the law firm representing the city. "The facts are not going to change, no matter how long we wait . So we aim to file a plan by the end of the year."
Heiman also told the judge that Detroit is continuing talks with its creditors, but "significant difficulties" make a deal hard to reach.
He added that Detroit held talks with the city's unsecured creditors last week and has scheduled more for Friday and next week.
On Tuesday, Judge Rhodes proposed Oct. 23 for the start of a trial on potential objections to Detroit's eligibility to file for Chapter 9 bankruptcy.
If the court does determine the city qualifies for bankruptcy, Detroit would have until March 1, 2014 to file a reorganization plan, according to Judge Rhodes' schedule.
That timeline is more ambitious in some areas than the one proposed by Detroit's Emergency Manager Kevyn Orr after he filed the city's bankruptcy petition on July 18.
During Friday's hearing, Rhodes was expected to lay out a roadmap for the biggest Chapter 9 municipal bankruptcy filing in U.S. history. Detroit must prove it is insolvent and has negotiated in good faith with creditors owed more than $18 billion before Rhodes would allow the city to file a reorganization plan that the judge must then approve.
Friday's court session is a key step in Orr's effort to see the city emerge from the largest U.S. municipal bankruptcy filing in history by September 2014.
In a court filing on Thursday, Detroit released a list of creditors including current, former and retired workers, that filled 3,504 pages. Prominent among them are bondholders and pension funds.
A group of about 20 protesters outside the federal courthouse on Friday held signs and chanted, "hands off our pensions" and "make the banks pay."
Detroit workers, retirees and pension funds have already tried to derail the bankruptcy petition in state court on Michigan constitutional grounds. But Rhodes last week suspended their lawsuits, putting his court in full control of the case.

But even if Rhodes' schedule is adopted, the deadlines may not be set in stone, according to Jim Spiotto, a municipal bankruptcy expert at law firm Chapman and Cutler in Chicago.

"If people don't agree and become contentious it takes longer," he said.
The schedules put forward by Orr and Rhodes would have Detroit moving through bankruptcy court more quickly than Stockton, California, which took nearly a year to pass through the eligibility phase alone. Detroit's debt load dwarfs that of Stockton, which listed liabilities of around $1 billion when it filed in June 2012.
On Friday, Rhodes was expected to address the court's "limited role" in a Chapter 9 bankruptcy. Unlike corporate bankruptcies under Chapter 11, a judge overseeing a municipal bankruptcy case cannot order the liquidation of assets. Nor can a judge order fee or tax hikes to satisfy debts.

NEW YORK ? Anthony Weiner continues to insist he won?t drop his bid for mayor in spite of a sexting controversy that has consumed his campaign and sent his poll numbers plummeting.
?You?re stuck with me,? the former congressman told the Staten Island Advance in an interview.
Weiner said that his decision to weather the controversy instead of exiting the campaign is proof that he would be a strong mayor.
"I'm going to be a successful mayor because of it, because it's going to give me a level of independence," Weiner said. "I'm not constructing a campaign around the approval of my peers. I'm constructing a campaign around the aspirations of my neighbors."
The interview came as Danny Kedem, Weiner?s campaign manager, abruptly exited the campaign only days after it was revealed that the former lawmaker had continued to send sexual messages to women he met online even after a sexting controversy forced him out of Congress in June 2011.
Weiner admitted last week that he had sent lewd messages and pictures to at least three women after he left Congress but insisted his ?personal failings? were now behind him. But the controversy has overshadowed his bid for mayor.
In recent days, Weiner has desperately sought to change the subject, holding events to tout post-Superstorm Sandy recovery efforts and his proposal to create a ?nonprofit czar? to help facilitate financial aid from the city to worthy organizations.
But virtually every event has been overshadowed by questions about his personal behavior. At an event in Staten Island on Friday, he publicly squabbled with a retired schoolteacher who refused to shake his hand and called him unfit for office.
?Had I conducted myself in the manner in which you conducted yourself, my job would have been gone,? Peg Brunda told Weiner, according to the New York Post. ?I don?t quite understand how you would feel you would have the moral authority as the head administrator in this city to oversee employees when your standard of conduct is so much lower than the standard of conduct that?s expected of us.?
?Are you not voting for me?? Weiner responded.
In his interview with the Staten Island Advance, Weiner admitted his campaign had been ?derailed? by the latest revelations about his online behavior. But he pointed to the support he?s received from his wife, longtime Hillary Clinton aide Huma Abedin, as proof that he deserves a second chance. He said it bothers him to see her attacked over her decision to stand by him.
?She speaks from a position you don?t,? Weiner said. ?She?s the victim here. The things I did, I did to her. She?s the one that?s uniquely in a position to say, ?This was done to me.? So it hurts to see her ridiculed like this.?
He added, ?I?ll never stop being sorry to her and to the many people I compounded with it by being dishonest about it.?
But asked what he would tell his 18-month-year-old son, Jordan, about the scandal when he?s older, Weiner seemed almost blas? about his personal drama.
?First of all, the kid?s going to grow up in Gracie Mansion. So I am going to say, ?Kid, don?t complain,? Weiner said.
He added, ?I hope what he sees is the value of what I?m trying to do here. I hope he sees that I was a good mayor.?
On Monday, Weiner reiterated his determination to stay in the race in a fundraising email to supporters, in which he asked for donations to keep his campaign going.
"A lot of people who don?t have a vote, want to decide who our next mayor will be," Weiner wrote. "TV pundits, newspaper publishers and, of course, my opponents--they've all made up their minds that they want to stop our campaign right now. ...But this race isn't about them. It's about you. You should decide."

Greg Bosh is general manager of www.fantasyknuckleheads.com, a blog used by fantasy players around the world to get their rosters right for the fantasy season. He has some very interesting insight and predictions for how guys like Joe Flacco and Ray Rice will perform in 2013:
While Ravens fans are still coming off their Super Bowl high in the big win over the 49ers last February, the team has made some noticeable offseason moves that will have an impact on the fantasy football value of a few players for the upcoming season.
Coming off a Super Bowl MVP performance, Joe Flacco became the newest $100 million man in the NFL ($120.6 to be exact). Unfortunately, his fantasy value isn?t translating quite as well as his NFL value would dictate. Flacco is currently ranked as the 16th quarterback taken off the board in leagues that have already drafted, going behind divisional rivals such as Ben Roethlisberger and Andy Dalton. So while Flacco might be the biggest asset to the Ravens, his fantasy value is as nothing more than a QB2. I also don?t see that number rising anytime soon.
Why?
The most obvious reason is his stats. He simply doesn?t put up the numbers you?d expect from a top-notch to mid-tier QB1. In 2012, Flacco averaged 238 passing yards a game and 22 touchdowns. That adds up to roughly 13-15 points per game, depending on league scoring. When you consider other quarterbacks like Drew Brees and Tom Brady are hovering around 20 fantasy points or more a game, Flacco just isn?t cutting it.
The team also did themselves no favors by trading Anquan Boldin to the 49ers. While Boldin?s numbers never topped what he put up in Arizona, he was still the most consistent weapon in the Ravens? passing game. Not to mention he was a favorite of Flacco?s, which was clearly noticeable throughout the team?s playoff run.
With Boldin gone, this leaves Torrey Smith as the team?s new No. 1 receiver. Smith has flashed big-play ability in the past, but we simply don?t know how he will look in his new role. This unknown does Flacco no favors. Although, it has helped Smith?s fantasy value climb over the past several months. Smith is currently ranked as the 24th overall fantasy receiver, listed between Pierre Garcon and Antonio Brown. Even though his value is climbing, I don?t see Smith ever being a WR1. While he does have that big play ability, he gets hot and cold from game to game. A good example of this was when he amassed 7 catches and 144 yards against the Chargers in Week 12 (2012), but cooled off with only 3 catches for 33 yards the next week against the Steelers. He?ll teeter on the brink of WR2/WR3 status, but he is too unreliable as anything more.
The rest of Baltimore?s receiving unit is too much of a question mark. Will Jacoby Jones be an eventual sleeper if he can work his body back into shape? Is there another receiver who will eventually see some sleeper value? Make sure to check out our fantasy football sleepers section for up-to-date options as they pop up during training camps.
In regards to the team?s fantasy value at running back, look no further than Ray Rice. There isn?t really a whole lot that can be said about Rice?s fantasy value that hasn?t already been touched upon before. He?s still an RB1 in both PPR leagues and non-PPR leagues, but could we be seeing a bit of a change in the Ravens backfield? Rice?s RB1 status stays afloat in non-PPR leagues because of his receiving yards, but his rushing yards from 2012 (1143) were the lowest since his rookie season (454). Plus his touchdown totals dropped to 10, which were 5 less than the previous year. There have been subtle rumors that the team wants to get backup Bernard Pierce more involved in the offense this season. We?ve seen players like this garner offseason hype before, but most don?t live up to it. However, that little trickle of "what if" keeps Rice?s value in a subtle state of limbo until we see what role he and Pierce will have during the regular season. Regardless of what Pierce does or doesn?t do this year, he is still a must-have handcuff to all Rice owners. The team used him enough last year to show me he can slide right in as a starter if Rice misses time with an injury.

INTERNET GIANT Google's second generation Nexus 7 tablet has gone up for preorder in the UK ahead of its release on 13 September.
We spotted the 2013 Nexus 7 model on the PC World website, giving us our first glimpse at the tablet's UK pricing. While Google has yet to start taking orders, PC World has kicked things off, offering the 16GB and 32GB models for ?199.99 and ?229.99, respectively.
As is the norm for us Brits, that's much more expensive than the tablet's US pricing. The 16GB Nexus 7 model costs $229.99 in the US, the equivalent of around ?150, with the 32GB version fetching $269.99 in the US, or around ?175.
What's more, with PC World revealling that it will start shipping orders on 13 September, the UK won't get the tablet until a month after it's released in the US, and it looks like we won't be getting the LTE model either.
Given the Nexus 7 2 tablet's upgraded specifications compared to last year's Nexus 7, some might argue that it's worth the wait. Unveiled in San Francisco on Wednesday, Google's Nexus 7 2 is the highest resolution 7in tablet on the market, featuring an HD 1920x1200 resolution 323ppi display. This arrives powered by a quad-core 1.5GHz Qualcomm processor, 2GB of RAM and Android 4.3 Jelly Bean, which was also unveiled at yesterdays event.
The second generation Nexus 7 tablet also features 5MP and 1.2MP cameras, virtual surround sound and 10 hour battery life, according to Google, and it measures just 7.9mm thick.

The head of Britain?s largest union has demanded a far greater say in Labour?s policy-making process as he spoke out against ?Oxbridge Blairites? inside the party.
Len McCluskey, general secretary of Labour?s biggest donor, Unite, said he was broadly in favour of Ed Miliband?s proposal for union members to ?opt in? to giving money to the party.
But he suggested that it must be linked to giving unions a bigger say in policy making than they had under the last Labour government, and more involvement in choosing future MPs.
Speaking to a meeting of Unite activists, Mr McCluskey said strains in the link between Labour and the unions had been building up since the advent of New Labour, when many in the movement felt sidelined.
?For a long time we have been taken for granted by people who welcome our money, but not our policy input, who want to use our resources at election time but do not want our members as candidates,? he said.
?The block vote didn?t stop a Labour government invading Iraq. Affiliation didn?t keep Labour out of the clutches of the banks and the City. Our special relationship didn?t get the union laws repealed.?
He also claimed that a high-up clique of ?Oxbridge Blairites? wanted to cut union links to create ?a hollowed-out party they can control easily?.
Mr McCluskey said he expected the new agreement to give unions a real say in policy and stop Labour in government being a ?pinkish shadow?.
?Our main aim is to ensure that as many Unite members as possible [who are] already paying our political levy now sign up individually, by whatever means have transparency and integrity, to be affiliate members of the party. For that to work, and for the trade unions to put their shoulders to the wheel to make it work, the offer has to be an attractive one.
?Not a party that is a pinkish shadow of the present coalition that gives the City a veto over economic decisions and embraces the austerity agenda squeezing the life out of the country.
?But a party that offers real hope, that stands up for the poor and vulnerable, that puts growth at the heart of its agenda, that confronts privilege.?
A Labour source said: ?Under the reforms Ed has proposed, individual trade unionists will become a proper part of our party. Working people will have a real choice about joining Labour ? and those that become members will be a real voice inside the party like all our members.
?Donations ? be they from big businesses or major trade unions ? will, as now, have no link with policy proposals. That is very different from the Conservatives with their cosy dinners for big donors in Downing Street to discuss policy.?
But the Education Secretary, Michael Gove, said the proposed opt-in changes could strengthen union influence over the Labour. ?What it could lead to is the unions exercising more influence,? he said.
?Rather than money flowing automatically, money will go to the Labour Party depending on whether or not the trade union general secretaries, who retain control of their union?s political funds, decide that the policies and the candidate selection of the Labour Party [accord] with their wishes.?
A conference will be held next spring to fix details of the changes under which union members will have to agree to opt in to party membership.

I know a certain someone named Linda in New Jersey who is enjoying the soothing sounds of a brand new water feature. Linda was the winner of the Laguna Ponds Giveaway, a contest hosted by myself and the folks over at Laguna last spring. The prize was a new water feature provided by Laguna Ponds and gardens designed by yours truly.
In June we invaded Linda?s home to disrupt her life and landscape for two days to put in the water feature and new plantings. As it turns out Linda and I had a lot to talk about. She?s a poultry fanatic and a floral designer, lives on a farm and spearheads the local farmer?s market. I was tickled to be able to add to the charm of her already fabulous home.

When it came to the design of the beds around the water feature I used a combination of Linda?s favorite plants along with a few of my picks and some edibles.
I have to say thanks to Gary and the staff of Twin Pond Garden Center and Country Market. They were amazingly helpful and the garden center is something to experience. They?ve got a deli and country market there so you can get a fresh-baked apple pie, locally grown produce and some good looking plants for your garden all in one place. Now that?s what I call a one-stop-shop!

Three charges of aggravated murder are made against 35-year-old Michael Madison.

Prosecutors charged a registered sex offender with murder and other felony charges after the discovery over the weekend of three female bodies wrapped in garbage bags in an impoverished Cleveland suburb.
Michael Madison, 35, was charged with three counts each of aggravated murder and kidnapping in connection with the deaths of three women whose bodies were discovered Friday and Saturday in the city of East Cleveland, Mayor Gary Norton said at a Monday press conference.
Judge William L. Dawson told Madison at his arraignment Monday that the murder charges are punishable by a possible death penalty or life in prison. Madison, a registered sex offender, appeared stoic and unblinking. He did not enter a plea during the hearing, where bail was set at $6 million, and waived his right to a preliminary hearing.
Norton earlier identified one of three victims as Angela Deskins, a resident of Cleveland believed to be 38, whose body was found in a backyard Saturday ? the second grisly discovery during a macabre police search through the city. She was identified through fingerprints.

The two other victims ? one found in a garage after police responded to a report of a foul odor Friday, the other found in the basement of a vacant house Saturday ? have not yet been identified, Norton said. A medical examiner Monday said that it may be difficult to identify those victims because their bodies are so badly decomposed.
Officials said one of the two ?Jane Doe? victims has several tattoos that they hope will provide clues to her identity, including two tattoos that say ?Gene? and one, on the left breast, featuring the name of hip-hop artist Lil Wayne.
Authorities initially believed the women were killed six to 10 days before their bodies were discovered, but charges read in court on Monday indicated the killings may have happened months earlier.
Norton told The Plain Dealer newspaper that Madison indicated in police interviews that he might have been influenced by Anthony Sowell, who is on death row for killing 11 women ages 24 to 52 at his home in the city.
Sowell, who is also a convicted sex offender, was captured in 2009. In court papers, prosecutors described him as "the worst offender in the history of Cuyahoga County and arguably the State of Ohio."
Two months ago, Cleveland was shocked by the escapes of Amanda Berry, Gina DeJesus and Michelle Knight. Ariel Castro was charged with 977 counts in connection with the abduction and rape of the women, who were held captive in his Seymour Avenue home for more than a decade.
Police arrested Madison on Friday, hours after investigators found the first victim's body in a garage.
Authorities continued looking for more possible victims into Sunday night before calling off the search, East Cleveland Police Chief Ralph Spotts told reporters.
"We officially found nothing," he said. "We will not pick up the search again."
A Cleveland suburb is on edge after police found the bodies of three women who may have been murdered by a serial killer, NBC's Michelle Franzen reports.
During the search, a cadaver dog led investigators to a lot near the area where the three others bodies were found, according WKYC. Other cadaver dogs also hinted at the same area. The bodies were found about 100 to 200 yards apart.
Nathenia Crosby, 48, said Madison was a neighbor who concerned her because of his interest in her daughter.
"It's very scary, especially when he used to be talking to my daughter," she told the Associated Press. "But I told him he was too old to be talking to my daughter, because she was only 19. When I found out how old he was, I said, 'You need to move on; she's too young.'"
Teenager Daniqwa Martin told the Associated Press she smelled an odor near the house Tuesday but ignored it, thinking it was a dead animal. Martin, 16, said Madison had offered her a ride in the past but she always declined.
The Cuyahoga County Medical Examiners Office told reporters it may take up to several days as they work to?identify the?dead women because the bodies are in an advanced state of decomposition, WKYC said.

Jacksonville?s police officers and firefighters get less generous pensions than other major Florida cities ? but they?re required to put less of their own money into the system, a Times-Union analysis shows.
The Jacksonville Police and Fire Pension Fund and representatives for the agencies have long railed against the perception that its pensioners are sitting on fat retirement plans. Data gathered from Miami, Orlando, Tampa and Fort Lauderdale shows all of their benefit plans bring bigger payouts.
?The Jacksonville Police and Fire Pension Fund is a stable fund that does not provide luxurious benefits when an individual retires,? said the fund?s executive director, John Keane.
Randy Wyse, president of the firefighters union, questioned if the way Jacksonville stacks up to other big cities will impact their ability to recruit and retain fire and police personnel.
?All we?re going to do is become a feeder agency for other places,? Wyse said.
A 25-year Jacksonville police or fire employee making $75,000 at retirement would get a $45,625 pension under Mayor Alvin Brown?s proposed pension deal.
Current employees at the same $75,000 pay level and years of service would get $52,150. They?re not eligible for Social Security payments after retirement.
Elsewhere, the pensions range from $56,250 in Miami to $62,900 for Orlando firefighters under the same scenario.
But Jacksonville taxpayers pick up substantially more of the burden than any of the other cities, mostly because of the higher unfunded liability.
While the city of Miami?s contribution was more than half of the police and fire?s nearly $80 million payroll in fiscal year 2012, Tampa picked up about 16 percent of its $92 million payroll. But Jacksonville?s city government alone puts in more than 78 percent of its almost $149 million payroll.
Last year, that was $122 million, including some state money set aside for the purpose.
Keane said that the city has made only minimal contributions over the years instead of investing in the plan, and that?s why taxpayers are bearing a much larger burden. When the unfunded portion of the plan is discounted, the ratio of burden between the city and the plan?s members is much closer together, he said.
?There is a plan to pay off the unfunded liability over the next 25 to 30 years,? Keane said. ?In doing it that way, it costs millions and millions in interest.?
The proposed deal has to be approved by Jacksonville City Council before it would go into effect. The city calculates the deal would save $45 million in the upcoming year.
Less generous benefits are not necessarily tied to the health of a pension fund if it has a large unfunded liability to cover like Jacksonville?s police and fire fund, said David Matkin, a professor at the LeRoy Collins Institute at Florida State University. Usually, the underfunded plans require a bigger contribution from employees than better funded plans, he said.
?I think you can question the management of the plan and the granting of benefits over time, but you can?t point out exactly why, and what management decisions were at fault to create this unfunded liability and create this large taxpayers burden,? Matkin said.
But asking more of employees, who put in the lowest amount of the compared cities at 7 percent, wouldn?t necessarily improve the funding ratio.
?Taxpayers would pay less, but the funding ratio wouldn?t automatically improve,? Matkin said.
Jacksonville City Council President Bill Gulliford said he doesn?t see the point in a history lesson on why the big taxpayer burden exists ? there were probably mistakes made on both sides, he said ? and the focus needs to be on fixing the problem. He said it?s important to note that Jacksonville?s police and fire contribute less than other cities, and those places typically have higher costs of living to go along with their bigger pensions.
?The reality is, we can get into comparisons like that, but we?re way past that,? Gulliford said. ?It?s something that maybe should?ve been looked at 10 to 15 years ago. We?re in the situation now where we?ve inherited this, and we?ve gotta figure out how to fix it.?
Pension benefits
The differences in pension benefits come from variations in what salary pensions are based on, where they?re capped and what accrual rates the pensions allow.
In Tampa and Orlando, an employee could earn 100 percent of their salary. In Miami, employees can receive a pension up to $100,000 depending on years of service and their salary at retirement. In Jacksonville, pensions are capped at 80 percent of the average of the last two years salary. The proposal would bring the cap down to 75 percent, based on the last five years? average pay.
But those other cities reviewed ask their police and fire pension recipients to pay more ? anywhere from 7.49 percent in Orlando?s fire department to 13.26 percent in Tampa. New Jacksonville employees would contribute 10 percent if the proposed plan passes, while current employees contribute 7 percent.
While Tampa?s contribution is the highest, it?s also the largest fund in the state and has a structure that?s unique in Florida, said Richard Griner, chairman of the Tampa Fire and Police Pension Fund.
The annual contributions of Tampa?s police officers and firefighters fluctuates each year: for every $1 a Tampa employee contributes, the city puts in $1.34. This year, employees contribute 13.26 percent, but next year they will contribute 12.9 percent based on a smaller required payment.
?If they pay more, we pay more,? Griner said. ?If they pay less, we pay less. We share the liability with the city. It?s fair.?
Griner said the model forces employees to more prudently consider any addition of benefits because they too will have to share the responsibility.
?It?s definitely out of the box, but it works for us,? Griner said.
In Fort Lauderdale, the city raised the member contribution from 7 to 8.5 percent for its police and fire pension fund and made it apply to all employees, said pension board spokesman Fred Nesbitt.
?I think everyone realized they need to make some additional contributions,? Nesbitt said. ?It didn?t seem to be a real big sticking point.?
The blow was softened by a raise that covered the additional contribution, given to the plan members at the same time. Other changes put the plan in a better financial position, said J. Scott Bayne, president of the Fort Lauderdale firefighters union.
?We?re all at this point where most of the members feel really good about where the plan is,? Bayne said.

Unfortunately it could also bring wind, lightning and other volatile conditions that could make a tough firefight even worse.
Combined with hot air on the ground, the unstable air could create a strong updraft that draws smoke high into the atmosphere, fire spokesman Capt. Mike Lindbery said.
If the smoke column rises too high, moisture at the top could freeze and the weight of the ice could cause the column to collapse, creating a powerful downdraft in all directions.
"We're very concerned because this is the condition in the past that has definitely caused big firestorms and the death of citizens and firefighters," Lindbery said.
Storm cells approached the area Friday afternoon but dissipated before reaching the fire zone. But the threat would remain on Saturday and through the weekend, and fire officials hoped it would be mild cloud cover and high humidity that could help in the firefight.
The blaze in the San Jacinto Mountains had expanded to roughly 42 square miles and was 15 percent contained, US Forest Service spokeswoman Kate Kramer said.
Lt. Gov. Gavin Newsom, filling in for a vacationing Gov. Jerry Brown, declared a state of emergency for the area Friday night, freeing up more state funding and other resources to help with the protracted firefight that has already cost nearly $11 million.
Mandatory evacuations remained in place for a fourth day for about 6,000 people, and officials had advised another 700 to evacuate.
Some communities on the eastern edge of the fire were reopened to residents, but about 5,600 homes remained under potential threat.
The fire was less than two miles from Idyllwild on its western flank. It was a similar distance from Palm Springs below on the desert floor, where an enormous plume of smoke could be seen, but the blaze was showing little threat of moving toward the much larger city.
Popular campgrounds, hiking trails and a 30-mile section of the Pacific Crest Trail, which runs from the Mexican border to Canada, remained closed.
Nearly 3,500 firefighters, aided by nearly 30 aircraft, battled the fire, which stretched in elevation from 4,000 feet to 9,000 feet along the mountains, putting crews in temperatures from a comfortable 75 degrees to a scorching 110.
Authorities said the fire was human-caused, but they wouldn't say whether it was accidental or intentional. There have been no reports of injuries.
The fire, which began Monday, has burned six homes and mobile homes, one cabin, and more than a dozen other buildings.
Idyllwild resident Steve Hamlet had been watching a growing smoke cloud since Monday and evacuated his home with his 12-year-old grandson as flames crept closer.
On Friday, he worried whether he had packed the right things ? and worried about his wife, who had stayed behind.
"Do I take pictures? Do I take bills? Do I take legal documents? Or do I just take my grandson and I?" Hamlet said at a local evacuation shelter.
He and his grandson tried to check on his wife Thursday but were turned away at a road block after driving 25 miles up the mountain, he said.
"She knows enough when it's time to leave," he said.

Albanese pitched a five-hitter and was 2-for-4 with an RBI Saturday as Lansing beat the Hammond Hurricanes Purple 8-1 in the Ohio Valley Regional quarterfinals at Chesterton (Ind.) High School.
